�朝吹磯子 Isoko Asabuki (1889 - 1985). The photo was probably taken in the 1910s. Miss Asabuki was a singer and tennis player during the Taisho and Showa periods. I have photos of my grandmother dressed in similar fashion, though she wore lace-up ankle boots with her hakama and a silk brocade ribbon in her hair, both from London, which were considered very modern.
