First off show that you can be responsible and you can stick to your word when you say you will care for it etc.. first I suggest that you try FOSTERING a DOG if you get attached to it you can always adopt it and it's FREE to foster it also looks impressive on your college application!! if they say no then you can make a slideshow but make sure to have a game plan do chores and be reasonable and if they say no to that get a dog anyway no whooping is gonna keep you from that dog!!!!!!!
