We call these "blow-overs" where I live. It's a shallow rooted tree that the wind "blew over" leaving the roots intact. This one has had the trunk cut, turned upside down, buried into the ground and the "root part" left face-up and then planted beautifully! Some people just tip the tree on its side, with the bottom of the roots exposed, and leave them as gorgeous "yard art" - Either way, they are a wonderful gift from nature!
